Hannah Roberts, Deputy Chief Observer (U.K.)
Since 1999, Hannah has worked in international election observation and administration as well as technical assistance. More recently she has been the Director of the NEEDS project, contracted by the European Commission to undertake activities and produce materials to improve the quality of election observation. Hannah has conducted many NEEDS training seminars for EU observers as well as other trainings with domestic observer groups and with political parties. She has participated in a variety of Core Team and field roles on observation missions with the European Union, OSCE/ODIHR, and with the Council of Europe. This has included work in the US, Africa, Asia and Europe. In addition to this she has undertaken a variety of technical assistance tasks, including most recently on restructuring and strategic planning for the National Elections Board of Ethiopia. She was the Deputy Head of Country for the 2005 Iraqi Out-of-Country Voting in Syria. She has also written polling manuals, voter education materials and observation resources.
Alexander Matus, Election Analyst (Slovakia)
Alexander is a project manager at Civic Eye, a Slovakia-based NGO dealing with election monitoring, voter education, motivation campaigns and advocacy projects. He has a background in economics and for nine years he worked for UN agency UPU in the field of technical assistance and development projects in the CIS and Balkan countries. Since 2000 he worked as a polling supervisor, short and long-term observer and Core Team member on several OSCE, OSCE/ODIHR, NDI and EU election missions in Bosnia-Herzegovina, Serbia, Belarus, Kosovo, Georgia, Ukraine, Ethiopia, Liberia, Yemen, Bangladesh and Sierra Leone
Michael McNamara, Legal Analyst (Ireland)
Michael McNamara is a practicing barrister in Ireland. He has been involved in the field of elections since 2000 and has worked in democratization, institution building, and legislative reform in transitional societies in Eastern Europe, the Balkans, the Caucasus, and Central Asia, with a specific focus on religion and the state. He has worked as an observer, legal expert, political expert, and electoral expert for OSCE and EU Election Observation Missions, as well as the UN.
Marian Gabriel, Political Analyst / Country Expert (Slovakia)
Marian has a background in political science and history. Since 1998 he has held a number of positions in the field of elections and was previously the executive director of the Slovak association of election observers. He has observed numerous elections for the OSCE/ODIHR including those held in Belarus, Moldova, Kyrgyzstan, Bosnia and Herzegovina, Kosovo, Serbia, Albania, Romania and Estonia. He has also worked as an Election Desk Officer for the Human Rights and Democratisation unit of the European Commission in External Relations covering Sri Lanka, Fiji, Yemen and Zambia. Prior to his position at the European Commission he was a political advisor to the Prime Minister of Slovakia.
Giovanna Maiola, Media Analyst (Italy)
Giovanna works as researcher at the Osservatorio di Pavia where she is involved in studies related to media studies, political and social communication, training and teaching activities both at national and international level. Since 1999, she has been working, as a consultant for international organisations, Italian institutions and NGOs. She was media analyst in a number of election observation missions (including Uzbekistan, Albania, Bosnia, Congo, Sri Lanka, West Bank and Gaza). She graduated in Political Sciences and she holds a LLM.
Rebecca Cox , Human Rights Analyst (U.K.)
Rebecca Cox is a human rights lawyer with extensive experience of elections and democratisation work, both as an observer and in technical assistance. She has worked on many electoral processes around the world, from Cambodia to Bosnia, from Ghana to Guatemala. During 2005 she worked as an election commissioner on the joint international/Afghan election commission that oversaw the Afghan parliamentary elections. Rebecca worked for several years as a human rights lawyer with the U.N. in Latin America. She has also worked on several projects focused on increasing women’s political participation.
Pawel Jurczak, Operations Expert (Poland)
Pawel has a background in economics and international relations. He has been working as Logistics and Operations Expert on OSCE/ODIHR Election Observation Missions since 1998. and has provided logistic support to over 28 EOMs. He has worked on EOMs in various Balkan, Central Asian and Caucasian countries. He also has experience in security coordination. Most recently, he participated in OSCE/ODIHR EOM to Albania.
Manfred Bernhard, Security Expert (Austria)
Manfred is an Austrian ex army officer and he has served in various missions with the United Nations, NATO and the European Union. His latest assignments were Security Officer for IOM out-of-country voting for Afghani and Iraqi refugees in Iran (2004), Deputy Regional Commander in Herat, Afghanistan for the Parliamentary and Municipal Elections with UNOPS (2005) and Counting Center Manager in Kosovo with OSCE (2007).
Martim Freire, Deputy Security Expert (Portugal)
Martim Freire has extensive experience in elections and has worked as a short and long term observer and supervisor in OSCE and EU election observation missions. As a core team member he has worked Security Expert in Kenya (2007 and 2002), Bolivia and Nicaragua (2006) and Sierra Leone (2007). He was also the local Service Provider’s chief of project for the EU EOM in Mozambique (2003) as an Observer Coordinator in EUEOM Timor Lorosai (2001) and Operations Expert in the EU EOMs to Afghanistan (2004 and 2005), Ethiopia and Venezuela (2005 ).
Isabelle Ribot, Observer Coordinator (France)
Isabelle has a background in constitutional law, electoral systems and peace keeping operations. She is a Brussels-based consultant and specializes in civil society support and project management. Isabelle has undertaken several deep field evaluation missions and participated in numerous Election Observation Missions in Asia, Africa and the Middle East, for the European Union, United Nations and National Democratic Institute for International Affairs (NDI). More recently, she worked in the West Bank and Yemen as an election observer and in Southern Africa and Cote d'Ivoire as a civic organisation and political party trainer.
Bernadett has BA in economics and also in management and holds an MA in international relations. Before taking long term observer, she worked both in the public administration and for civil society organisations in Hungary. She has participated in nine EU Election Observation Missions as an LTO, including Ethiopia, Nigeria, Afghanistan and Nicaragua.
Ehtel Halliste, Press and Public Outreach Officer (Estonia)
Ehtel has an extensive background in government communications and foreign policy. A former journalist, she has been the press spokesperson for the Estonian Ministry of Foreign Affairs for the past 15 years. She served as a spokesperson for Estonia in Brussels during Estonia’s accession to the EU and NATO, and has also been posted in Moscow. Ehtel has shared her experiences and knowledge while training numerous government officials and journalists in Armenia and Moldova as well as in her native Estonia. She acted as a consultant to the press service of the Georgian Central Election Committee during the last presidential elections in Georgia. Other election experience includes directing the international press centre of five Estonian elections. Ehtel has been regular lecturer at several NATO seminars in Brussels. Her most recent election observation mission was in Kosovo last autumn.
