European Union Election Observation Mission to Pakistan 2008







Background to EU Election Observation

The European Union deploys Election Observation Missions (EU EOMs) around the world to provide support for the development of the democratic institutions and procedures, and to assist partner countries in their objective to hold elections of a high standard.

EU EOMs use an established methodology for observing elections and do not interfere in the electoral process. EU EOMs have no authority to change, improve or correct any shortcomings or to request changes during the election process.

The EU EOMs are independent in their findings and conclusions and adhere to the Declaration of Principles for International Election Observation, adopted in October 2005 at the United Nations in New York by a number of international bodies. Election observation is an important component of the European Unions policy of promoting human rights, democratisation and good governance throughout the world.

 
Mandate of the EU EOM to the Islamic Republic of Pakistan 2008

The EU was invited to establish an EOM for the 8 January elections in Pakistan by the Pakistani authorities. The mandate of the EU EOM is to conduct a comprehensive assessment of the electoral process in accordance with international principles for genuine democratic elections. Following the postponement of the elections to 18 February 2008 the EU EOM is deploying some 50 long-term observers, who could be joined by additional observers on a short-term basis over the election day period.

The EU EOM operates independently from the European Commission Delegation to Pakistan and EU member states.

The EU EOM will produce a Preliminary Statement of its findings to date up to three days after election day. A full final report will be produced within two months of conclusion of the electoral process. The final report will include a set of detailed recommendations.

 
Composition of the EU EOM to Pakistan 2008

The EU EOM is headed by the Chief Observer, Michael Gahler MEP ( Germany), Vice-Chairman of the Committee on Foreign Affairs of the European Parliament.

The Mission Core Team consists of eleven experts who were deployed on 9 December 2007.
